I just applied for aid last week from the foundation. Took about 5 days to receive a response. They’ll be sending me the amount I showed for my next month of rent within the next two weeks.
A lot of the programs you mention in your last point come from the SAG-AFTRA Foundation, which is not paid for by member fees/dues. It's a donation-based nonprofit and they have a lot of programs that do put money in actors' pockets: https://sagaftra.foundation/about/what-we-do/ .
