Tubi has a fair amount of Top Gear specials. Amazon Prime has The Grand Tour specials.
You can also watch the Top Gear channel on Prime live tv (it’s free as part of a prime subscription) but you’re stuck with whatever they decide to air instead of picking what you want. There are a couple of downsides to FreeVee, too: There are some commercials (not a big deal to me) and the episodes are not organized very well.

But they've got the new ad free option and that's starting to seem pretty tempting. If you're willing to pay a few bucks, and are hopefully in the right country, Hulu has the show right now, and Netflix has the last 4 seasons (which is a bit of a let-down). Netflix has them.
