Paulo Sérgio Bessa Linhares (Fortaleza-CE, 1954) é um antropólogo, doutor em sociologia da cultura, jornalista e publicitário brasileiro. Criador e ex-presidente (de 2012 a 2020) do Instituto Dragão do Mar (1998), primeira Organização Social de Cultura do Brasil.
