Bale reveals he is permanently disabled and recommends to the chief of detectives that Sipowicz take over as the commander of the detective squad. At the celebration that includes Medavoy's retirement, the chief of detectives gives Andy the chance to make the case for why he should be the new squad commander and agrees to give him the job.
Sipowicz is asked by Bale if he could move in and take over the squad. The new guy is ineffectual and just biding time, thinking about golf and reading the paper. He is doing nothing to get up to speed. Meanwhile a harsh investigation of a Russian who shot Bale is in progress. Andy gets good news at the end.
Bale to the Chief The interim boss Lt. Henry comes into the squad and introduces himself to the detectives, who in turn introduce themselves. They offer to bring him up to speed on their cases, but Lt. Henry is the anti-Bale and tells them they can get to it when they get to it.
While investigating a murder, Sipowicz discovers a secret about Bale; and Ortiz and Murphy investigate a shooting tied to a talented up-and-coming basketball player.
