Cali Cartel. The Cali Cartel (Spanish: Cartel de Cali) was a drug cartel based in southern Colombia, around the city of Cali and the Valle del Cauca. Its founders were the brothers Gilberto Rodríguez Orejuela, Miguel Rodríguez Orejuela and José Santacruz Londoño.
