Simon received his Bachelor of Science degree in 1959 from the City College of New York, and his Ph.D. degree in 1963 from Brandeis University in Waltham, Massachusetts. After completing a postdoctoral fellowship at Princeton University in 1965, he joined the University of California, San Diego.
