Aug 4, 2014 · Manfred Stelzer - Biography# Born 1958 in Vienna, Prof. Stelzer studied the law at Vienna University. In 1985/86 he worked as a Research Assistant at the Austrian Constitutional Court and achieved his “Habilitation” in the fields of Constitutional Law, Administrative Law and Political Theory in 1991.
