Aug 15, 2021 · If you obtain a legitimate Windows 7 DVD or ISO file (e.g., by using the "Microsoft Windows and Office ISO Download Tool" from Heidoc.com), you will not be able to activate it without a retail license (see reply above from Bill Smithers). If you just want to "test" Windows 7, use the Heidoc tool to download the August 2018 version.
