If Fukurokuju Is In Limbo, then so are the Tobi Roppo, Jack, Perospero...basically all of Kaido's men who weren't explicitly shown to have escaped Onigashima (so, just King and Queen are fully safe). In any other series I'd consider Hawkins dead, but in One Piece, I'd definitely put him in Limbo.
Oda loves to give characters absurd or ridiculous personality traits, hobbies, foods, etc. He's a poison man so he feels like he should eat poison food. Also, considering that he only gets a bad stomach from poisons instead of fucking dying he might actually enjoy the taste of poison foods.
