The 21st Judicial Circuit includes St. Louis County.

She then served as an Assistant Prosecutor for Jackson County, Missouri, after which she worked for the Attorney General for the State of Missouri. From 2002 to 2017, she was in private practice. Lay served as a Special Assistant Circuit Attorney from 2012 to 2019.
