I think it is still (fully) supported as long as you have your domain with GoDaddy. But the window is quickly closing for adding new accounts (November 30, 2023).
The Windows Live brand was phased out during August 2012, when Microsoft released Windows 8 to manufacturing. Active Windows Live services remained active but were gradually renamed. The "live.com" domain, however, continues to be used in the URLs for Outlook, OneDrive, and the Login and Signup pages.

Sep 19, 2023 · Around 2013-2014 I created a domain using my family name (minkov.mx) and used Windows Live Domains to create a custom e-mail with it. Everything was working fine until Microsoft decided to discontinue/charge for the service and there was no longer access to the Admin Panel of the service.
