The Windows 10 version (NOT the Steam version) is basicly the Xbox version ported back to Windows. It doesn't have access to the workshop or the ability to use mods. If you're on pc, then you'll want the Steam version. does not support mods, none of the console version do either.

May 20, 2017 · It's the same game, just published as Cities: Skylines - Windows 10 Edition as the working title on the Microsoft Store. I am a little disturbed though that they have not updated the spec requirements, nor clearly stated that the memory requirement is freely available memory.
Yes, a massive difference. The version you're playing is the Xbox port that's been back-ported to Windows. You're using a version with reduced fidelity of assets, fewer features, and it's non-expandable. Steam is the full, original game, and most importantly has access to the Steam Workshop.
