It is a step up from 3, but its still a big step down from 1. a: Old Man as a villain, he wasn't a villain in the last film and has now somehow made a complete 180 as a human being. b: Murphy lost the little humanity he managed to regain at the end of the first film.
RoboCop 2 should have taken place in Delta City (doesn’t mean there won’t be any problems). Cain is a good villain but he needed more screen time like Clarence Boddicker. Murphy’s humanity should have been touched on more like the first film.
After a successful deployment of the RoboCop Law Enforcement unit, OCP sees its goal of urban pacification come closer and closer, but as this develops, a new narcotic known as "Nuke" invades the streets led by God-delirious leader Cane. As this menace grows, it may prove to be too much for Murphy to handle.
