Is, like everybody already said, perfectly fine for Windows, Windows Phone and Xbox 360. You just might have to dig a little to actually find something related to making Windows games with XNA. If you want a recent example for a Windows XNA game, look no further than Terraria.
Is it possible to create a full game with the free version? Or are there any limitations? In the context of developing/testing a game for desktop, the free version cannot use extensions or test with the YYC. Can I then buy a Creator subscription for 1 month and then extract the game to Desktop version and then publish it? Theoretically, yes.
