The Kentucky Horse Park offers a very limited number of mobility devices for guest use on a first-come, first-served basis. To keep the park a safe place for all to enjoy, bikes and golf carts are not allowed in the tourist attraction area.
The Kentucky Horse Park is handicap accessible. They have handicap parking near the front entrance and from there to the Visitor's Center the sidewalks have ramps. There are no steps inside the Visitor's Center either. The International Museum of the Horse is handicap accessible as well.
If by wheelchair or similar means, I would venture to say yes. You’d be able to see all the types of horses from around the world as well as the race winners’ show. Just about everything is walk through with no stairs or doors for that matter.

We strive to make the park fully accessible for everyone. We have a wheelchair available for our guests at the Visitors Center. We also have 2 motor scooters available - first come first served. We do not have any steps here at the Park.
