Halo 4 is a mixed bag. The multiplayer is great, but the campain is horrible. If you're a big Halo fan, I'd still play it though.
While you are entitled to your own opinion, it's an objective fact that 4 is a bad 'Halo' game. All of those points you listed fly in the face of objective reasoning. Firstly it's soundtrack was almost universally panned, with a few outlier tracks. Secondly, just as with the Soundtrack, it's art direction wasn't well recieved to put it mildly.
Halo 4 is the weakest in the franchise in my opinion. That's not at all to say I don't think it's a good game. I think my primary issue with it was the massive tone shift.

A few shaky bits aside, the Halo 4 campaign hit all the right notes for me thanks to the over the top absurd set pieces, the amazing voice acting, as well as the ever-increasing power level of Master Chief. This was a gorgeous game to go through, filled with interesting plotlines that managed to explore a more personal story surrounding our heroes....
