Actual, I believe Nightmare is most evil character in the entire franchise. Because according to him, he is William Afton's sins and agony given physical form. So the only thing more evil then William, is being made of nothing but evil.

GUMDROP ANGEL. Angel is an older teenager living with her mother, step-father Myron, and step-sister Ophelia. Angel hates her family and is forced to stay for Ophelia's chaotic birthday party at Freddy's. After Ophelia accidentally gets pizza sauce on her, Angel goes backstage and finds an FFP employee named Dominic who helps clean her up.
Angel angrily storms upstairs to cry in her room, but her eyes land on Ophelia's gumdrop nose. Angel decides to take something from Ophelia since her dreams have been stolen, so she storms into her room, ignoring Ophelia when she asks to play, and eats the gumdrop nose.
