But officially, Golgo 13 is still number 2. Not like it really matters whether it's 2 or 3, they are both at the top of the manga world.
In English it only has 13 compiled volumes, which aren't even the same first 13 volumes, the cases are picked out of order. The fan translations have the first 4 actual volumes, and a few random chapters...
