Garp is definitely a layered and nuanced character, but ethically I would say he is definitely a bad person. To be so close to the top of an objectively corrupt and morally bankrupt organization does make you a bad person.

I completely agree with Garp's Strength. Good evidence of this is how the Blackbeard crew reacted when Garp and Sengoku joined forces to fight. In terms of Haki, I am unsure as to if Garp has the Conquerors Haki. I feel that he does not have it, but a very strong grasp on the other two areas of Haki instead.
I personally just think that Garp is an internally consistent, highly loving and deeply generous character (who also happens to be a complete bad*ss) which is why I love him. Regarding your personal issues with him, I’d like to draw some parallels between Luffy and Garp.
Jul 28, 2024 · If Garp can use incredible Color of Arms Haki to fight strong pirates, it's no big deal because lots of characters can do that too, and with the benefit of longer, flashier battles that stick in fans' minds.
