RPG Maker series has only turn based battle systems, unless scripts/Plugins made by the community are used.
Jan 31, 2024 · This means everything you'd expect from something like RPG Maker or Godot is something you'll need to implement yourself from C# code. From 4-directional sprite-based character movement to turn-based combat, Unity doesn't have it. No RTP tilesets to use as a base, either.
I do not suggest SRPG Studio it is very limited and RPG Maker software is limited to JRPG only. I Suggest to use the Game Maker Studio 2, instead to use Unity or Unreal, if you want to develop a 2D game for now.

GameMaker can do everything RPG Maker can, but it takes more work. I actually say GameMaker in this context, since I've heard knowing GML can help one out with other scripting languages.

Gamemaker would be a fine choice for a 2D turn-based game. Whether it would be the "best" choice is a matter of opinion. You could also use Unity, Godot, or a bunch of others.
