Overall, I’d say 20 is worth a buy on PC as although the playerbase is smaller than console overall, many places offer it at a cheaper price point compared to the Xbox and PS Versions.
So, unfortunately, if you purchase FIFA 20 on PC, you won't be able to play directly against PS4 or Xbox One players. The Ultimate Team market, too, is platform-specific, so it won't be cross-platform either.
