Dreamfall Chapters offers a satisfying conclusion for Dreamfall: TLJ. Specifically for Zoe's story and the whole Azadi conspiracy. And yes, the game is fully completed, all the chapters are out.
I would recommend it as a stand alone, and didn't feel like I'd missed anything important by not playing the prior games, except for a couple of slight references which were made early on. Having played this game, I would be tempted to play a prequel/sequel.
