Octane gets a 40% speed boost while running and a 30% speed boost while walking but has to stop every 6 seconds for 3 seconds. Bloodhound has 30% for 35+ seconds without having to stop. The rest of the speed boosts in the game are 30%.
Octane naturally runs faster than him...so a 30% MS boost to Octane vs a 30% MS Boost to Bloodhound (a Medium) isn't enough for him to outrun him. It makes it enough for Bloodhound to chase and catch him unless Octane doesn't stop stimming.

Bloodhound is a Recon Legend. They are unlocked by default.
Bloodhound is a fast-paced Legend great at pushing the enemy in their base. Their Tracker can be used to find where enemies have gone, and Eye of the Allfather will reveal hidden enemies and traps. Lastly, Beast of the Hunt causes Bloodhound to gain speed and highlights their enemies.

Jan 27, 2020 · Bloodhound can even see cold tracks and use the tactical while the ultimate is running. Every kill while in Beast of the Hunt gives bloodhound a 5 to 15 second duration. While in Beast of the Hunt, Eye of the Allfather can be used much faster from 25 to 8 seconds.
Sep 14, 2021 · Movement speed in Apex Legends is identical whether you're moving forwards, backwards, or strafing to the left or right. This means with your Ultimate activated, Bloodhound can strafe very quickly to avoid shots. Tied to your movement speed, Bloodhound is great with pistols like the Wingman and RE45.
