Easily Luffy, Luffy has good piercing and cutting durability lately that surpasses Atomic Samurai's best feats. Honestly, AS' best advantage is really speed. In terms of strength and durability, it's not surviving against Gear 3 and especially Gear 4.

On top of all that Luffy can legitimately one shot Atomic Samurai. Luffy in G3 with his new advanced haki damaged Kaido who previously no sold dozens of blows from G4 Luffy. His new advanced haki does direct damage to internal organs. Atomic Samurai gets his shit rocked by hits from Black Sperm.
