VA undertakes four types of capital projects: major construction, minor construction, and NRM leases. Projects must meet legislative, budget and policy specifications for each project type.

- Home Inspections and the VA Appraisal. The VA does not require homebuyers to get a home inspection. However, it's typically a good idea as an added layer of protection.
- Complete List of VA MPRs. A VA-assigned appraiser checks the property value and its compliance with the long list of VA loan appraisal requirements, which determines the property’s eligibility for a VA loan.
- Additional MPR Recommendations. Property prices have increased rapidly in the past two years, making homeownership challenging to access for first-time home buyers and those on a limited income, even with the help of a no-down payment mortgage like a VA home loan.

- Marketable real estate. The home must be a single dwelling (which may include a multi-family dwelling with two to four units) that’s legally considered real estate and “readily marketable.”
- Space and construction requirements. The home must be big enough for you and any other residents to live, sleep, cook and eat. It’ll also need sanitary facilities.
- Accessibility. You must be able to access the home with a vehicle or as a pedestrian safely all year round. That access may be from a public or private road.
- Encroachments. Suppose a neighbor is “encroaching” (intruding) on the home. Maybe they’ve built a fence or part of a garage a foot on your side of the boundary.

The act provides $269.26 billion for VA for FY2022. This includes $157.05 billion in mandatory funding and $112.22 billion in discretionary funding (see Table 2).
