Due to her shirt being torn from a tsunami, MPAA decided it qualified for PG-13. Titanic's decision was most likely due to her being nude for art. You're allowed a small amount of non-sexual nudity in PG-13 movies. You don't see it that much anymore but it was very much a thing in the 80s and 90s.
