Otis is a Mythic Brawler who could be unlocked as a Brawl Pass reward at Tier 30 in Season 13: Deep Sea Brawl, or can be obtained from the Starr Road. He has moderate health and damage and has immense utility with his Super. He attacks by shooting three blobs of paint with a slight spread.
Upon receiving damage, Otis' fills a rage bar that allows him to splash his enemies with ink on his next attack. The ink flips the controls for a few seconds (or slow them down). The Splash also gives him a brief speed boost to evade his foes.

The best way to think of Otis is like a modified Griff (minus the wall-break). He has high damage at range, and even higher burst in close range. Otis has pretty good area control with his phat splatter gadget, albeit not to the same extent as griff super. However, Otis has better range and more consistent ranged damage.

Jun 29, 2022 · Otis is a Destroyer-type and Chromatic rarity character. Otis can be unlocked starting at level 30 of the Season 13 Brawl Pass. Players who acquire it can open it as soon as they reach this milestone, and those who haven’t bought it will have the chance to unlock it by opening boxes.
Jan 6, 2024 · Why? It transforms Otis’s next attack into a damaging ink puddle, causing four instances of 1100 damage over 3.8 seconds within a 2-tile radius. This is particularly useful for controlling space and hitting enemies behind cover, akin to Jacky’s and Brock’s attacks.
