The Scottish Charity Regulator (OSCR) is a non-ministerial office and part of the Scottish Administration following commencement of the Charities and Trustee Investment (Scotland) Act 2005. We are the independent regulator and registrar for over 25,000 Scottish charities including community groups, religious charities, schools, universities, grant-giving charities and major care providers.
The Charities (Regulation and Administration) (Scotland) Act 2023 is a new piece of legislation that builds on existing charity law in Scotland. Parts of the new Act came into force in April 2024, and parts of the Act aren't in force yet. It's an update of the Charities and Trustee Investment (Scotland) Act 2005.

Its purpose is to strengthen and update the existing Charities and Trustee Investment (Scotland) Act 2005. The 2023 Act is expected to be commenced in two phases. Phase one changes came into force on 1 April 2024. These changes are summarised on the OSCR website. The remaining parts of the 2023 Act are planned to come into force in summer 2025.
