I read it as being part of Martin's longer character arc of moving on from a very traumatic thing that happened to him. Up to this point in the show we've seen him starting to enter a new chapter with Frasier and Daphne, but he has never talked about the shooting in much detail.
The fact that not every ending in Frasier is a feel good, "happily ever after" moment gives the show substance, and gives characters like Martin depth. Another bitter ending I enjoy is when Frasier gets his lifetime achievement award.
