I am currently reading the book Voyager: Seeking Newer Worlds In The Third Great Age Of Discovery by Stephen J. Pyne. On the second chapter, it is listed that there were three Voyager spacecraft. This is a permanent new damage type for ships, officers and artifacts. This is damage that your ships will do in parallel to the normal damage. So current mitigation won’t apply (only Isolytic Mitigation will reduce it.) Your shields, armor and dodge won’t help. But they won’t help your opponents either.
