Holding down the button for about five seconds will open a pop-up window giving you the option to Turn Off or Restart the device.

I don't know of an app that can do this on the PlayBook. Advanced camera can zoom during video shooting but not pause. Likely have to wait until BlackBerry10 to get that feature on the PlayBook.
