May 1, 2016 · When the hotbar is unlocked, you can click on the hotbar slots with your mouse (while your inventory is closed) to select/equip the item in that slot. Locking the hotbar prevents you from doing that.
Jul 22, 2016 · Locking the hotbar will mean that clicking on an item there won't select it (which will happen if unlocked). Locking it is useful for boss fights - if you're clicking around trying to avoid/attack the enemy, you won't accidentally click something on the hotbar and switch your weapon.

It may be a bit late, but locking your hotbar prevents you from accidentally changing what item you're using by clicking on it. It's meant to prevent you from, for example, changing to your axe during a boss fight if the boss is in the top left of the screen.

I don't know about the restock function, but locking your hotbar allows you to disable changing or using your selected item by clicking on the hotbar buttons on the screen. It can be useful for mages and ranged characters who fight from a distance and don't want the hotbar interfering with combat.
