Sep 28, 2016 · I don't think use can use the newer resource packs for too old of versions because the resource pack structure did not exist in those versions. You would need to find a texture pack for those versions.

How to Make A Texture Pack Compatible For a Version: 1. Head to Your File Explorer. 2. Make sure you have extracted your resource pack folder. 3. Open the resource pack folder. 4. You should see a text document with the name "pack.mcmeta", click on it.
If the number is 1, it would say it isn't compatible, But in your situation "Minecraft 1.16.5" there should be written 6 in pack.mcmeta. This is the list that showing what pack version are compatible with.
