And the game world is shockingly empty. Arkham City, Knight and Origins all have diegetic reasons for why the world is devoid of civilians (meaning the story within the game explains it away). But this doesn't have any such in-game reasoning, and so the fact that what is essentially a stand-in for NYC feels like a ghost town is incredibly jarring.
