Goldmoon, the biggest crime organization in Korea, is suddenly in chaos when its leader Chairman Seok is killed in a mysterious car accident.
A power vacuum engulfs the Goldmoon group. Jung Chung and rival Lee Joong-Goo (Park Seong-Woong) both make plays to become the #1 crime boss for the Goldmoon group. At this time, Kang Hyung-Chul (Choi Min-Sik) of the National Police Agency decides to enact operation "New World".
