I'm annoyed the Fedora docs misled me into believing the terrible video playback experience was a problem with the Fedora distro itself. I was about to wipe Fedora and switch distros. Enable rpm fusion free repos and install ffmpeg-libs. This will give you an h.264 codec that actually works.
