I have gone into to settings and set that button to Caps Lock with the blue check mark. I then go into my notes app and click on the Caps Lock key and first off the light does not light up.

I go to System Settings -> Keyboard -> Layout Settings -> Options and check Swap Ctrl and Caps Lock under Ctrl Key Position. I check that my keyboard ( English US) has the new key bindings.
