It's a common misconception that because Aeldari are more agile than humans, they therefore must be weaker physically. The truth is that Eldar are faster, stronger, and have better reflexes than humans. (Think Tolkien Elves).
Eldar are fundamentally incapable of finding humans their equals (which I'd argue is fair, because Eldar are objectively superior on an individual level) so the only societies that I'm aware of where they've coexisted has been a situation where the Eldar rule over humans as subjects.
The reason the eldar let humans become so powerful despite having farseers is that farseers have limited capacity to predict the future, and the eldar are, ironically, horrifically short sighted in their actions because of this.
