Eldar may be individually more superior, but they can't survive the brutal demands of the 40K universe indefinitely. Orks may be in combat heaven, but they'll never ascend to full galactic control. It is the human. The 5 foot 8 inch, 160lb, psychic-dumb, basic algebra capable, horny human that will own 40k. No one does it better.
Eldar are not physically stronger. Just vastly faster and more agile. Yeah, they are, in comparison to the vast majority of unmodified humans. I'm not actually sure where the idea that humans are physically stronger comes from, to be honest. Eldar are only 'fragile speedsters' in comparison to Astartes.
