The real answer is none of them- the Black Eagles are the most cohesive house and none of the students have any genuine character or ideological reasons to turn on the Empire. Even the house contrarian Ferdinand recognizes that his job is ultimately to support Edelgard and provide her counsel.
Any axe user except Dedue and Raphael are best as a WL. Paladin is better than Great Knight. It has more movement, is faster, stronger, has better growths, and isn't affected by terrain, which is really good for Ferdinand.
