So on Jayce where he wants to poke with Shock Blast, if it hits a tank, it'll do 45% bonus armor pen from first hit and BC won't give as much. Lethality users want Cleaver generally.
TLDR: Seryldas gives you and only you instant armor pen, Black Cleaver reduces armor as a whole, allowing your teammates to do more damage. Basically, if your team is having trouble doing physical damage, enable them with Black Cleaver.
