First, probably NOT the same coverage. The carriers seem to have cross roaming agreements and/or roaming to independent cell tower owners for their full cost post-paid subscribers. In other words, you may actually be using AT&T, T-Mobile, or 3rd party towers some of the time, when needed.
Yes, you can switch between Unlimited tiers (e.g. Unlimited to Unlimited Plus) using the Xfinity app, over the phone, or in an Xfinity Retail Store.
