All games support VRR, but the game needs to be over 30fps for it to kick in. RDR2 for example is a 30fps game, so the VRR isn't going to kick in for that. For 60-120fps games, every game should work with VRR.
The Series S needs to support every game the Series X can, so the whole power divide "issue" becomes more pronounced when you're asking the smaller system to render two 2K-4K screens at 75-120hz consistently. If it can't, motion sickness greatly becomes an issue.
