Stormsurge is ok, it has good stats, plus the movespeed which is nice, but the passive dmg feels really meh. Shadowflame seems to be just better, higher stats and better passive, surely gives more damage to kill and cleanup.
Shadowflame just gives free magic pen, especially against squishies and shielded enemies where it is most effective. Better than HF too. If you feel like you aren't dealing damage it's probably because of Everfrost, but even so you can 100-0 most, if not ALL, squishies once you get a third item (usually Zhonyas) alongside those two.
You can definitely build shadowflame second and get Void later if its needed. Realistically I tend to lean towards this itemization for the average game: Everfrost > Sorcerers > Shadowflame > Zhonyas/Rabadons/Voidstaff
