Sam’s character is set up in the show to receive hate, so this is an understandable opinion. The whole show is from Josh’s perspective (Except episode 8) in regards to their relationship. In episode 8 a lot about both Sam and Josh that one may not have expected were revealed. Personally, I side with Sam.

The Daybreakers certainly looked to Josh to lead them, as did Sam herself, but from the perspective of the Jocks he has been their clear adversary on multiple occasions.
