If you select cloud download, the appropriate setup is downloaded from Microsoft’s servers. If you pick the local reinstall option, it is instead assembled from the local backup.
Cloud download downloads a fresh/clean copy of Windows and applies it on your system. As for the internet part, I suppose you're right, however, if your system is extremely messed up then you may want to make sure that you have a fresh/clean slate, in which case Cloud would be the better option.
