10 March at 2am EST is what has been announced as the start of down time (aka end of Season 1). You don't "have" to buy the battle pass at all, the game itself is free to play. Buying the battle pass just unlocks the ability to earn exclusive rewards and cosmetics during that season. It's 9 dollars every three months.
There is a decent chance that you have the Option to Unlock Season 1...or the Option to do nothing, and it doesn't carry over to Season 2+. (which would really suck, but... are you really certain that this would be beyond Blizzard?)
If you want the premium battle pass and not the free battle pass, the answer is… probably. If you only care about instantly unlocking the new heroes, you can save up the coins earned from weekly challenges to unlock the premium battle pass every 2 seasons.
