They really need a loot bump or a nerf on the shields. Everyone just avoids them at all costs now. Dropping the occasional Purple/Gold variant of their weapon would be a good start on a loot upgrade, maybe the chance for shield items. They are awful in their current state.

I got griefed HARD by IO guards to get second in a nice solo game today. But still, they add little value to the game. They don’t drop a good weapon, enough gold, and cost too much ammo to disable.
