On June 4, 2008, it was announced that Universal Studios and Warner Bros. Entertainment were on board to co-produce the project written by Zack Snyder and Joby Harold. Matthijs van Heijningen Jr. signed on to serve as director. On January 29, 2019, Netflix acquired the distribution rights to the project from Warner Bros., with Snyder returning as director and producer.
