Chanel 9 was a fictional TV station and was a parody of how most Brits perceived foreign TV in the 90's, usually while they are on holiday in the Mediterranean or on foreign cable/satellite channels.
All programmes begin with the line "Buono estente" and end with "Boutros Boutros Ghali", El Presidente get credit for pretty much everything in the end credits.
